mauvaises conditions et qui consacrent la majorit\u00e9 de leurs revenus mensuels pour payer leur loyer.\u00a0 Souvent, les propri\u00e9taires de ces logements ne respectent ni les droits des locataires ni le code municipal de logement.<\/p>\n<p>Nous consid\u00e9rons que l\u2019acc\u00e8s \u00e0 un logement de qualit\u00e9 constitue un droit humain fondamental. Ainsi, nous travaillons \u00e0 surmonter les diverses barri\u00e8res \u00e0 l\u2019acc\u00e8s \u00e0 un logement d\u00e9cent que rencontrent les personnes \u00e0 faible revenu.<\/p>\n<p>Pour atteindre nos objectifs, nous travaillons avec des r\u00e9sidents du quartier et des b\u00e9n\u00e9voles qui s\u2019impliquent dans notre Comit\u00e9 droit au logement.<\/p>\n<p>Nous travaillons aussi au sein de coalitions de diff\u00e9rents groupes logement, avec des fonctionnaires et \u00e9lu-es de notre quartier ainsi qu\u2019avec le grand public.<\/p>\n<p>Ensemble, nous luttons pour plus de logement derni\u00e8res ann\u00e9es, Projet Gen\u00e8se a collabor\u00e9 avec les r\u00e9sidents de C\u00f4te-des-Neiges et avec d\u2019autres groupes communautaires pour revendiquer la construction de 2 500 logements sociaux sur Blue Bonnets.<\/p>\n<p>Cet emplacement se trouve dans la portion nord-ouest de notre quartier, proche de l\u2019intersection des rues D\u00e9carie et Jean-Talon. Cet important terrain vacant s\u2019\u00e9tend sur plus de 43 hectares: il s\u2019agit du dernier site disponible pour un d\u00e9veloppement de logement social d\u2019envergure \u00e0 C\u00f4te-des-Neiges.<\/p>\n<p>La construction sur le site devait commencer en 2017 et on estime que de 5 000 \u00e0 8 000 logements pourraient y \u00eatre b\u00e2tis.. Un tel d\u00e9veloppement aurait comme objectif principal de permettre aux m\u00e9nages d\u2019acheter de la propri\u00e9t\u00e9 sur Blue Bonnets.<\/p>\n<p>Cette vision ne permet pas de r\u00e9pondre aux besoins urgents de logement d\u2019une grande partie de la population du quartier.\u00a0 \u00c0 C\u00f4te-des-Neiges, 41% de la population vit en dessous du seuil de faible revenu [1].\u00a0 De plus, presqu\u2019un m\u00e9nage sur quatre consacre plus de 50% de leur revenu au loyer [2], alors que la Soci\u00e9t\u00e9 canadienne d\u2019hypoth\u00e8que et de logement consid\u00e8re qu&rsquo;il est pr\u00e9f\u00e9rable de consacrer moins de 30% de son revenu pour se loger. Pis encore, plus de 4 000 m\u00e9nages consacrent plus de 80% de leur revenu pour se loger [3].<\/p>\n<p>Entretemps, \u00e0\u00a0C\u00f4te-des-Neiges, le\u00a0logement social ne repr\u00e9sente que\u00a03,1% du parc de logements par rapport \u00e0 la moyenne montr\u00e9alaise de 9% [4].\u00a0 Les 2 483 m\u00e9nages sur la liste d\u2019attente \u00e0 CDN-NDG [5]\u00a0attendront en moyenne 5 ans avant d\u2019avoir acc\u00e8s \u00e0 un logement abordable.<\/p>\n<p>La planification en cours pour ce site g\u00e9n\u00e8re beaucoup d\u2019int\u00e9r\u00eat et constitue un moment critique pour l\u2019avenir du quartier.\u00a0 Un projet innovateur est louable mais une question importante demeure\u00a0: qui aura les moyens de vivre sur le site de Blue de loyer, la R\u00e9gie du logement tiendra une audience pour \u00e9viction dans un d\u00e9lai moyen de six semaines. Par contre, lorsqu\u2019unE locataire a un grave probl\u00e8me de r\u00e9parations\u2014comme la pr\u00e9sence de vermine, moisissures, ou des d\u00e9g\u00e2ts d\u2019eau\u2014il ou elle va attendre en moyenne vingt mois avant d\u2019obtenir une premi\u00e8re audience (cat\u00e9gorie de cause g\u00e9n\u00e9rale). Cet \u00e9cart de traitement au sein d\u2019un tribunal sape la capacit\u00e9 des locataires \u00e0 d\u00e9fendre leurs droits.<\/p>\n<p>En attendant leur audience, les locataires font face \u00e0 une alternative : \u00a0soit continuer \u00e0 vivre dans des conditions malsaines pour leur sant\u00e9 et leur bien-\u00eatre, soit se d\u00e9raciner en d\u00e9m\u00e9nageant dans un autre logement qui risque d\u2019\u00eatre plus cher ou d\u2019\u00eatre dans un \u00e9tat aussi d\u00e9plorable. forces tient \u00e0 l&rsquo;accroissement du nombre de personnes qui vont prendre position pour un acc\u00e8s\u00a0\u00e0 la justice dans des d\u00e9lais raisonnables.Notre exp\u00e9rience nous porte \u00e0 recommander que:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Toutes les causes soient entendues en moins de trois mois\u00a0selon\u00a0la r\u00e8gle\u00a0du premier arriv\u00e9-premier servi.<\/li>\n<li>Toutes les causes urgentes qui mettent en p\u00e9ril la sant\u00e9 ou la s\u00e9curit\u00e9 soient entendues en moins de 72 heures.<\/li>\n<li>Le gouvernement du Qu\u00e9bec assure \u00e0 la R\u00e9gie du logement les ressources n\u00e9cessaires pour y arriver.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Les membres de Projet Gen\u00e8se travaillent ensemble avec les Suite \u00e0 un appel d\u2019unE locataire, les inspecteurs-rices peuvent intervenir pour appliquer le code du logement.<\/p>\n<p>Le code du logement lui-m\u00eame est puissant; il s\u2019agit potentiellement d\u2019un m\u00e9canisme efficace pour assurer que les droits des locataires soient respect\u00e9s. Cependant, plusieurs des pouvoirs accord\u00e9 par le r\u00e8glement \u00e0 l\u2019arrondissement ou \u00e0 la ville sont sous-utilis\u00e9s ou appliqu\u00e9s de fa\u00e7on non-uniforme. Entretemps, notre arrondissement se dispose de 4 \u00e0 6 inspecteurs-rices pour 52 430 logements locatifs[1]. Ainsi, m\u00eame si l\u2019arrondissement CDN-NDG r\u00e9pond \u00e0 des centaines de plaintes chaque ann\u00e9e, les locataires doivent toujours lutter pour un logement d\u00e9cent. Cependant, lorsque cet appui diminue ou prend fin, le gouvernement du Qu\u00e9bec pourrait d\u00e9cider d\u2019augmenter les loyers des locataires.<\/p>\n<p>Dans les prochaines ann\u00e9es, le nombre de logements sociaux qui seront priv\u00e9s de subventions f\u00e9d\u00e9rales va augmenter consid\u00e9rablement. Les m\u00e9nages qui \u00e9taient sortis de la pr\u00e9carit\u00e9 en ayant acc\u00e8s au logement abordable se retrouveront dans la m\u00eame situation que ceux qui ont grandement besoin d\u2019un logement abordable.<\/p>\n<p>L\u2019\u00e9limination des subventions a un impact direct sur les locataires qui vivent dans un logement social mais aussi sur les m\u00e9nages sur la liste d\u2019attente. \u00c0 la place, les gouvernements devraient investir dans l\u2019entretien des logements sociaux existants et dans le d\u00e9veloppement de nouveaux logements sociaux pour tous ceux qui en ont besoin. Ainsi, les gouvernements soutiendraient directement les m\u00e9nages \u00e0 faible revenu ainsi que ceux vivant dans des logements insalubres.<\/p>\n<\/div><\/section><\/div><br \/>\n<div Ces ateliers gratuits sont offerts en fran\u00e7ais et en anglais. Vous n\u2019avez qu\u2019\u00e0 vous pr\u00e9senter\u2014ce n\u2019est pas n\u00e9cessaire de r\u00e9server une place.<\/p>\n<p>Chaque mois, nous offrons une clinique sur les Habitations \u00e0 loyer modique (HLM). Nous r\u00e9pondons \u00e0 vos questions et expliquons les crit\u00e8res d\u2019admissibilit\u00e9, les documents n\u00e9cessaires pour faire la demande, les listes d\u2019attente et comment le tout fonctionne. Nous avons aussi des formulaires de demande de logement sur place que nous pouvons vous aider \u00e0 remplir si n\u00e9cessaire.<\/p>\n<p>Nous organisons aussi des cliniques pour des logement en coop\u00e9rative et en OSBL d\u2019habitation.\u00a0 Nous y expliquons les diff\u00e9rences entre les trois types de logement social et le processus pour faire une demande.<\/p>\n<\/div><\/section><br \/>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>L\u2019acc\u00e8s \u00e0 un logement de qualit\u00e9 constitue un droit humain fondamental.
