It\u2019s not impossible to go back to more reasonable delays.\u201d<\/p>\n<p>According to a government study conducted this year, the average waiting time for a \u201cpriority\u201d case is 14.5 months.<\/p>\n<p>The R\u00e9gie groups cases into five categories: urgent, non-payment, fixation and redaction, priority, and general. Issues that affect the well-being of tenants \u2013 such as heating \u2013 are classified as urgent.<\/p>\n<div id=\"attachment_6859\" style=\"width: 505px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-6859\" class=\"wp-image-6859\" src=\"https:\/\/genese.qc.ca\/wp-content\/uploads\/2014\/10\/2012-1029-mcgill-daily-NEWSlogementHeraChan.jpg\" alt=\"McGill Daily - Housing rights tribunal bogged down by inefficiencies \" width=\"495\" height=\"330\" srcset=\"https:\/\/genese.qc.ca\/wp-content\/uploads\/2014\/10\/2012-1029-mcgill-daily-NEWSlogementHeraChan.jpg 900w, https:\/\/genese.qc.ca\/wp-content\/uploads\/2014\/10\/2012-1029-mcgill-daily-NEWSlogementHeraChan-300x200.jpg 300w, https:\/\/genese.qc.ca\/wp-content\/uploads\/2014\/10\/2012-1029-mcgill-daily-NEWSlogementHeraChan-600x400.jpg 600w, https:\/\/genese.qc.ca\/wp-content\/uploads\/2014\/10\/2012-1029-mcgill-daily-NEWSlogementHeraChan-705x470.jpg 705w, https:\/\/genese.qc.ca\/wp-content\/uploads\/2014\/10\/2012-1029-mcgill-daily-NEWSlogementHeraChan-450x300.jpg 450w\" sizes=\"auto, (max-width: 495px) 100vw, 495px\" \/><p id=\"caption-attachment-6859\" class=\"wp-caption-text\">(Image: Mcgill Daily, visual by Hera Chan)<\/p><\/div>\n<p>With the exception of urgent cases, the R\u00e9gie handles complaints chronologically.<\/p>\n<p>However, Pathak claimed that cases of \u201cnon-payment\u201d \u2013 in which a tenant refuses or is incapable of paying rent \u2013 are always given priority over the other classifications.<\/p>\n<\/div>\n<\/div>\n<div>\n<p>\u201cNo matter the extent of the harm that is done to the landlord, they are always given precedence over cases that endanger the health [of the tenants],\u201d Pathak said.<\/p>\n<p>In an interview with The Daily, R\u00e9gie spokesperson Genevi\u00e8ve Trudel said that urgent and non-payment cases were handled under \u201csimilar delays.\u201d<\/p>\n<p>An inquiry compiled by the Quebec Ombudsman, the parliamentary body tasked with investigating injustices committed by government agencies, revealed that between 2010 and 2011, \u201cnon-payment\u201d cases were dealt with following a 1.3 month delay.<\/p>\n<p>Complaints labelled as \u201curgent\u201d were addressed in 1.4 months.<\/p>\n<p>\u201cIt\u2019s an administrative and political decision,\u201d Pathak said.\u00a0 \u201cIt\u2019s a very big problem when someone lives in housing that isn\u2019t heated for a long time. It has consequences on the well-being and on the security of people. We think it\u2019s unthinkable that cases of non-payments are prioritized.\u201d<\/p>\n<p>42 commissioners sat at the R\u00e9gie in 2007, but that number fell to 34 in 2010, according to <em>La Presse<\/em>.<\/p>\n<p>Last year, the R\u00e9gie noted in its annual report that 20,110 cases were being reviewed by the organization, a 7 per cent increase from the previous year.<\/p>\n<p>According to Trudel, however, the R\u00e9gie has the necessary resources to handle the current complaints, and \u201cthe problems [they] encountered last year were rectified.\u201d<\/p>\n<p>The Association des propri\u00e9taires du Qu\u00e9bec, a group that advocates on behalf of landlords, disagrees.<\/p>\n<p>\u201cEvery commissioner deals with around 1,300 cases per year,\u201d a statement on its website read in French. \u201cWe consider the [14.5 months] delay to be too long and we believe that it causes harm to owners as well as to tenants.\u201d<\/p>\n<p>The R\u00e9gie hired eight new commissioners this year.
