<p>Vers la fin de l&rsquo;année 2014, la STM a annoncé une hausse dans sa grille tarifaire. Depuis 2004, le coût du passage simple a augmenté de 20% tandis que la CAM mensuelle au tarif ordinaire coûte 40% plus cher. Nous serions surpris d’apprendre que le revenu de l’usager moyen ait connu la même augmentation depuis dix ans. En fait à Montréal, on compte aujourd&rsquo;hui plus de 400 000 personnes vivant sous le seuil de la pauvreté [1]. Par exemple, le revenu mensuel d’une personne seule sur le bien-être social est de $610 &#8230; et elle n’est pas admissible à un tarif réduit! Voilà pourquoi nous sommes contre toute hausse, POINT FINAL!</p>
<p>Avec les hausses de prix, il devient difficile, pour ceux-là même qui n’ont d’autres moyens de transport, de se prévaloir du transport en commun. Quand on ne peut même pas se payer un ticket de bus et qu’on est prestataire de l’aide sociale, on fait face à un obstacle énorme pour se trouver un emploi au-delà de son voisinage immédiat. Pour les personnes vivant dans la pauvreté, il devient difficile de se déplacer vers une banque alimentaire [2], de s’impliquer dans sa communauté ou de faire du bénévolat pour un organisme communautaire dans le but d’acquérir de l&rsquo;expérience de travail alors que se déplacer pour les services de base et les rendez-vous médicaux, sans parler de participer aux activités culturelles gratuites relèvent du domaine de l’impossible. Les gens ne peuvent pas profiter des aubaines sur les aliments dans les circulaires des épiceries. Quand on ne peut se permettre un trajet en bus, on est coincé!</p>

<p>Comment expliquer les augmentations de tarif annuelles et la réduction des services alors que les dirigeants de la STM voient leur propre salaire augmenter sensiblement (9,4% depuis 2012)?  De toute évidence, les priorités budgétaires de la STM n’ont pas de sens : Pourquoi tant de délais pour offrir du service aux personnes à mobilité réduite?  Pourquoi accorde-t-on une priorité plus élevée aux projets technologiques plutôt qu’à un tarif social pour les personnes à faible revenu?</p>
<p>En tant que membres de Projet Genèse, nous avons décidé de faire partie de la campagne  « Droit de passage », une initiative de différents organismes à but non lucratif de Montréal, qui prend de l&rsquo;ampleur. C’est Projet PAL, un groupe de Verdun travaillant avec des gens qui avaient beaucoup de mal à se rendre à leurs rendez-vous médicaux en raison du coût du trajet en bus, qui a été un des premiers groupes à soumettre l&rsquo;idée d&rsquo;un tarif social.</p>
<p>Nous ne sommes pas en train de rêver en couleurs car le transport abordable ou même gratuit pour certaines catégories de personnes existe &#8230; comme par exemple, dans la circonscription de Stephen Harper à Calgary, qui offre un tarif pour les personnes à faible revenu.  Plus près de nous, des municipalités de la Rive-Sud de Montréal offrent du transport gratuit pour tous, d’autres comme Longueuil, offrent le transport gratuit pour les personnes âgées.</p>

<p>What does it mean to not be able to afford basic public transportation?</p>
<p>Last month, the STM announced hikes in its fare structure. Since 2004, the single ride has been increased by 20 per cent and the regular monthly pass by 40 per cent. We doubt that the average rider’s income has increased that much over the same period of time. In fact, in Montreal, there are today over 400,000 people living under the poverty line, according to Statistics Canada. That’s why we are against any hike in STM fees. A single person on welfare is getting $610 a month, and is not eligible for a reduced fare.</p>

<p>This high cost of public transportation makes it difficult for the ones who most need public transport to use it, the ones for whom public transit is their only means of transport. This makes it extremely difficult for people on welfare to look for a job outside of their immediate neighbourhoods. For people living in poverty, this could also make it difficult to get to a food bank, and hard to get involved in a community or volunteer at an organization at which one could gain work experience. It also becomes difficult to get to medical appointments, and attend free cultural activities. And people can’t take advantage of discounts or bargains on food from grocery stores. When you can’t afford a bus ride, you’re stuck.</p>
<p>When you cannot visit a relative or a friend because you can’t afford the bus ride, but your dignity prevents you from asking them to pay for it, they may just stop calling to invite you.</p>
<p>Why is it that when we see every year an increase in fares and reduction in services, STM executives continue to receive salary increases? The budget priorities make no sense at the STM: Why does it take so much to accommodate the needs of disabled users?</p>
<p>As members of Project Genesis, we decided to be part of Right to Ride, a campaign that is an initiative of different Montreal non-profit organizations. One of the first groups that came with the idea of a social fare is Projet PAL, a Verdun-based group working with people who had a lot of trouble keeping much needed doctors’ appointments because of the cost of the bus ride. Places exist where transit is cheaper or even free for certain categories of people, like Stephen Harper’s riding of Calgary, where a low-income monthly pass is available. Since 2004, the single ride has been increased by 20% and the regular monthly pass by 40%. We doubt that the average rider’s income has increased that much over the same period of time. In fact, in Montreal, there are today over 400,000 of people living under the poverty line. That’s why we are against any hike, PERIOD. For instance, a single person on welfare is getting $610&#8230; and is not eligible for a reduced fare!</p>
<p>This high cost of public transportation makes it difficult for the ones who most need public transport to use it, the ones for whom it’s their only means of transport. Not being able to afford a bus ticket presents a tremendous obstacle to look for a job outside of one’s immediate neighbourhood for people on welfare. For people living in poverty, it could even be difficult to go to a food bank, hard to get involved in the community or to volunteer for a community organization where people could gain work experience, impossible to get around for basic services and medical appointments, not to mention to attend free cultural activities. People can’t take advantage of food bargains in the circulars from grocery stores. When you can’t afford a bus ride, you’re stuck!</p>
<p>When you cannot visit a relative or a friend because you can’t afford the bus ride, but your dignity prevents you to ask them to pay for it, they may just stop calling to invite you.</p>
<p>Why is it that when we see every year increase in fares and reduction in services, STM executives receive big salary increases (9.4% since 2012)? Obviously, the budget priorities make no sense at STM: why it takes so much time to accommodate the needs of people for disabilities? Why hi-tech projects have priority above a social fare for people with a low income?</p>
<p>As members of Project Genesis, we decided to be part of the campaign called ‘Right to Ride’. This campaign is an initiative of different Montreal non-profit organizations and it is gaining momentum. One of the first groups that came with the idea of a social fare is Projet PAL, a Verdun-based group working with people who had a lot of trouble keeping much needed doctors’ appointments because of the cost of the bus ride.</p>
<p>We are not dreaming in Technicolor because such places where transit is cheaper or even free for certain categories of people do exist&#8230; such as Stephen Harper’s riding of Calgary where there is a low-income pass. Closer from us, municipalities from the South Shore of Montreal offer free transportation for all, some as Longueuil offers free transportation for seniors.</p>
